How the conversion works

CELPIP to CLB to CEFR, in two hops

CELPIP was designed for the Canadian Language Benchmarks framework. Each CELPIP level corresponds 1:1 to a CLB level. CLB then has a published alignment to CEFR via the Centre for Canadian Language Benchmarks.

Read your CELPIP overall as a CLB level

CELPIP 7 = CLB 7, CELPIP 9 = CLB 9, and so on. The two scales share the same numbers because CELPIP was built specifically for IRCC and Canadian professional licensing.

Map the CLB level to CEFR

Per the CCLB alignment: CLB 4 = A2, CLB 5 = B1, CLB 6 = B1+, CLB 7 = B2, CLB 8 = B2 (high), CLB 9 = C1 (entry), CLB 10+ = C1. CELPIP does not test above C1, so there is no CELPIP C2.

CELPIP: a CLB-native Canadian English test

The CELPIP-General is a fully computer-delivered English test administered by Paragon Testing Enterprises (a subsidiary of UBC). Four sections (Reading, Listening, Writing, Speaking), each scored M, 3 to 12, on the same scale as CLB. Used primarily for IRCC permanent residence, Canadian citizenship, and professional licensing in Canada. Results in 4 to 5 calendar days.

CEFR: the European framework used worldwide

The Common European Framework of Reference for Languages (CEFR) defines six levels (A1, A2, B1, B2, C1, C2) used by European universities, EU institutions, and most international language certificates. CLB and CEFR were developed independently in the 1990s and aligned later by the Centre for Canadian Language Benchmarks.

CELPIP does not certify CEFR C2 (test ceiling sits inside the C1 band). For C2 proof, take Cambridge C2 Proficiency or score 8.5 to 9.0 on IELTS.

Where CELPIP via CEFR equivalence is enough

CELPIP is the dominant test inside Canada and works abroad through CEFR equivalence in many cases, but a few institutions and visas only accept specific tests by name.

Canadian permanent residence (Express Entry)
CLB-native, no conversion needed

CELPIP feeds CLB scores directly into the IRCC scoring model. CLB 7 (CEFR B2) is the typical minimum for NOC TEER 0/1 jobs; CLB 9 (CEFR C1 entry) maxes out the language bonus for most candidates.

Canadian citizenship
CELPIP 4+ (CLB 4, CEFR A2)

CELPIP-General is one of the IRCC-approved citizenship language proofs. CLB 4 in Listening and Speaking is the threshold; the Reading and Writing scores are not used for citizenship.

European universities (English-taught)
CELPIP 7+ (CEFR B2) where accepted

Most European universities accept CELPIP at the CEFR equivalent level for undergraduate (B2) and postgraduate (C1). Continental European universities are more variable than UK universities; verify before paying.

UK Home Office visas (UKVI)
IELTS for UKVI required, not CELPIP

Tier 4 / Student visa, Skilled Worker visa, and other Home Office visas specify approved Secure English Language Tests. CELPIP is NOT on the UKVI SELT list. Use IELTS for UKVI, PTE Academic UKVI, or Trinity ISE.

Why does CELPIP not certify C2?

CELPIP-General was designed for the Canadian immigration and professional licensing context, where CLB 10 to 12 covers all required levels. CLB 10+ is the ceiling reported by CELPIP and aligns with CEFR C1. C2 (Mastery) is a near-native level that Canadian licensing and immigration programs do not require, so CELPIP does not include test items at that level. For C2 certification, candidates take Cambridge C2 Proficiency or score 8.5 to 9.0 on IELTS.

How long is a CELPIP certificate valid for CEFR-based use?

CELPIP-General results are reported as valid for 2 years for IRCC purposes, but the CEFR level a score reflects does not expire. European universities and employers that accept CELPIP typically apply their own validity window (most commonly 2 years), aligned with how IELTS and TOEFL are treated. The CEFR mapping itself is fixed by the CLB to CEFR alignment, so the same CELPIP score gives the same CEFR level today as it did when the test was taken.

Should I take CELPIP, IELTS, or TOEFL based on my goal?

For Canadian permanent residence and citizenship: CELPIP-General is the fastest and most CLB-native option; CLB scores feed directly into the IRCC scoring model. For European university admission: IELTS or TOEFL are more widely required by name; CELPIP is sometimes accepted via CEFR equivalence but check the institution.
