CELPIP to CEFR Converter

CELPIP-General reports on a 12-point scale (M, 3 to 12) that maps 1:1 to the Canadian Language Benchmarks (CLB), which then maps to the CEFR scale. CELPIP 10, 11, 12 = CLB 10+ = CEFR C1. CELPIP 9 = CLB 9 = CEFR C1 (entry). CELPIP 8 = CLB 8 = CEFR B2 (high). CELPIP 7 = CLB 7 = CEFR B2. CELPIP 6 = CLB 6 = CEFR B1+. CELPIP 5 = CLB 5 = CEFR B1. CELPIP 4 = CLB 4 = CEFR A2. CELPIP M and 3 fall below CLB 4 and below CEFR A2.

Often, but not universally. European universities, EU language registries, and many international employers accept the CEFR equivalence of any major English test. CELPIP at CLB 7 (CEFR B2) is broadly accepted at European universities for English-taught undergraduate admission, and CLB 9 (CEFR C1) for postgraduate. However, some institutions accept only IELTS, TOEFL, or Cambridge for international applicants. CELPIP is primarily designed for Canadian immigration (IRCC, Express Entry, citizenship) and Canadian professional licensing, so always verify the institution accepts CELPIP before relying on the CEFR equivalent.

CELPIP scores 1:1 with CLB; the Centre for Canadian Language Benchmarks publishes the CLB to CEFR alignment. Per that alignment: CELPIP 12 / 11 / 10 = CLB 10+ = CEFR C1; CELPIP 9 = CLB 9 = CEFR C1 (entry); CELPIP 8 = CLB 8 = CEFR B2 (high); CELPIP 7 = CLB 7 = CEFR B2; CELPIP 6 = CLB 6 = CEFR B1+; CELPIP 5 = CLB 5 = CEFR B1; CELPIP 4 = CLB 4 = CEFR A2; CELPIP M and 3 fall below CEFR A2. CELPIP does not certify CEFR C2; the test ceiling sits within the C1 band.

CELPIP-General was designed for the Canadian immigration and professional licensing context, where CLB 10 to 12 covers all required levels. CLB 10+ is the ceiling reported by CELPIP and aligns with CEFR C1. C2 (Mastery) is a near-native level that Canadian licensing and immigration programs do not require, so CELPIP does not include test items at that level. For C2 certification, candidates take Cambridge C2 Proficiency or score 8.5 to 9.0 on IELTS.

CELPIP-General results are reported as valid for 2 years for IRCC purposes, but the CEFR level a score reflects does not expire. European universities and employers that accept CELPIP typically apply their own validity window (most commonly 2 years), aligned with how IELTS and TOEFL are treated. The CEFR mapping itself is fixed by the CLB to CEFR alignment, so the same CELPIP score gives the same CEFR level today as it did when the test was taken.

For Canadian permanent residence and citizenship: CELPIP-General is the fastest and most CLB-native option; CLB scores feed directly into the IRCC scoring model. For European university admission: IELTS or TOEFL are more widely required by name; CELPIP is sometimes accepted via CEFR equivalence but check the institution. For UK Home Office visas (UKVI): IELTS for UKVI specifically, not CELPIP. For US universities: TOEFL iBT is the dominant choice. For both Canada and Europe in one test: IELTS Academic, since it has direct IRCC and CEFR mappings.

Sometimes, but inconsistently. Most European universities list IELTS, TOEFL, Cambridge, and PTE by name; CELPIP appears less often. When a university lists "or equivalent CEFR level," a CELPIP score at CLB 7+ (CEFR B2+) is normally accepted with documentation. UK universities are more likely to accept CELPIP than continental European universities. Always email the admissions office and confirm before paying for the test if Europe is the goal.

CELPIP was built for Canada, where the Canadian Language Benchmarks (CLB) is the official framework.
