TOEFL iBT scores map to CEFR per ETS
As of January 2026, every TOEFL iBT score report shows the new 1 to 6 score, the equivalent legacy 0 to 120 total, and the CEFR level. The conversion below uses the ETS-published mapping for both scales.
Pick your scale
Use the new 1 to 6 scale for tests taken on or after January 21, 2026, or the legacy 0 to 120 scale for older tests or when a university still publishes legacy cut-offs.
Read your CEFR level per the ETS mapping
New scale: 6.0 = C2, 5.0 to 5.5 = C1, 4.0 to 4.5 = B2, 3.0 to 3.5 = B1, 2.0 to 2.5 = A2, 1.0 to 1.5 = A1. Legacy: 117 to 120 = C2, 95 to 116 = C1, 72 to 94 = B2, 50 to 71 = B1, 27 to 49 = A2, below 27 = A1.
Confirm acceptance for your target use case
TOEFL iBT is universally accepted for university admission via CEFR equivalence in the US and Europe. Two exceptions: it is NOT on the IRCC list for Canadian PR, and UK Home Office visas (UKVI) require IELTS for UKVI specifically.
TOEFL iBT and CEFR: two scales in transition
A short primer on each scale before reading the conversion table.
TOEFL iBT: new 1 to 6 scale, legacy 0 to 120 scale
The TOEFL iBT, administered by ETS, is fully computer-based and tests Reading, Listening, Speaking, and Writing in about 2 hours. From January 21, 2026, ETS rolled out a 1 to 6 band scale (in 0.5 steps) aligned to CEFR. The legacy 0 to 120 sum still appears on every score report through January 2028 to ease the transition.
Use the TOEFL iBT Score Calculator to compute your overall on either scale from per-section inputs.
CEFR: 6 levels used by European universities and employers
The Common European Framework of Reference for Languages (CEFR) is a Council of Europe framework with 6 levels (A1, A2, B1, B2, C1, C2). The 2026 TOEFL scale was specifically designed to make CEFR alignment explicit on the score report.

TOEFL iBT score to CEFR level
Per ETS published ranges. Both scales appear on every score report from January 2026 through January 2028.
| TOEFL (new 1–6) | TOEFL (legacy 0–120) | CEFR | What this unlocks |
|---|---|---|---|
| 6.0 | 117 to 120 | C2 | Top postgraduate, top PhD, language teaching certifications |
| 5.0 to 5.5 | 95 to 116 | C1 | Top 25 to top 50 US universities, most postgraduate programs |
| 4.0 to 4.5 | 72 to 94 | B2 | Standard undergraduate threshold, many state schools, MBA pathways |
| 3.0 to 3.5 | 50 to 71 | B1 | Foundation programs, community colleges, conditional admission |
| 2.0 to 2.5 | 27 to 49 | A2 | Initial study-entry programs, basic employment |
| 1.0 to 1.5 | 0 to 26 | A1 | Below most degree-credit thresholds |
Per-section minimums often override the overall (e.g., 22 in each section on the legacy scale). Always read the exact admission text.
Where TOEFL to CEFR equivalence works
TOEFL iBT is universally accepted for academic CEFR equivalence. A few use cases require a different test entirely.
Top 25: 5.0 to 5.5 (legacy 100 to 110, CEFR C1). Top 50: 4.5 to 5.0 (legacy 90 to 99, CEFR B2 high to C1). State flagships: 4.0 to 4.5 (legacy 80 to 89, CEFR B2). Most graduate programs cluster at 4.5+ (CEFR C1).
European universities widely accept TOEFL iBT for English-taught programs at the same CEFR thresholds as IELTS. The new 1 to 6 scale makes CEFR alignment explicit, simplifying admission decisions.
TOEFL iBT was removed from the UKVI Secure English Language Test (SELT) list in 2014 and has not returned. For Tier 4 / Student visa, Skilled Worker, and family routes, take IELTS for UKVI, PTE Academic UKVI, or Trinity ISE.
IRCC accepts only IELTS GT, CELPIP-General, PTE Core, and the French TEF Canada / TCF Canada. TOEFL iBT is widely accepted at Canadian universities for student admission, but NOT for PR or citizenship language proof.
Department of Home Affairs accepts TOEFL iBT bands per visa class. Skilled Independent (189): TOEFL iBT new ~4.0 (legacy 65 to 78) for Competent English; ~5.0 (legacy 94+) for Proficient English (10 PR points).
Multinationals using CEFR thresholds (B2 minimum for client-facing roles, C1 for senior leadership) accept TOEFL iBT directly via the ETS-published mapping. The new 1 to 6 scale aligns numerically with the CEFR levels, which simplifies HR review.
TOEFL to CEFR questions, answered
How do I convert my TOEFL iBT score to a CEFR level?
Two scales exist as of 2026: the new 1 to 6 band scale (January 21, 2026 onward) is directly CEFR-aligned, and the legacy 0 to 120 sum maps to CEFR via ETS-published ranges. New scale: 6 = C2, 5 to 5.5 = C1, 4 to 4.5 = B2, 3 to 3.5 = B1, 2 to 2.5 = A2, 1 to 1.5 = A1. Legacy 0 to 120: 117 to 120 = C2, 95 to 116 = C1, 72 to 94 = B2, 50 to 71 = B1, 27 to 49 = A2, below 27 = A1. Every score report from January 2026 through January 2028 shows both scales side by side.
What changed in TOEFL iBT scoring in 2026?
On January 21, 2026, ETS introduced a 1 to 6 band scale in 0.5 increments to make TOEFL scores directly comparable to CEFR levels and to other tests like IELTS. The test itself (4 sections, ~2 hours, fully computer-based with AI plus human scoring) is unchanged. From January 2026 through January 2028, every score report shows the new score, the equivalent legacy 0 to 120 total, and the CEFR level. After January 2028, only the new 1 to 6 scale will appear on score reports.
Can I use my TOEFL iBT score where CEFR is required?
Yes, almost universally. TOEFL iBT is one of the most widely accepted English tests for CEFR-equivalent admission worldwide, especially in the United States and increasingly in Europe. The new 1 to 6 scale was introduced specifically to make CEFR alignment explicit on the score report, so admissions offices can read the CEFR level directly without converting. Two cases need care: per-skill thresholds (some programs require, e.g., minimum 22 in each section on the legacy scale) override the overall, and Canadian IRCC uses CLB rather than CEFR for immigration scoring.
What is the official TOEFL to CEFR mapping?
Per ETS: on the new 1 to 6 scale, 6.0 = C2; 5.0 to 5.5 = C1; 4.0 to 4.5 = B2; 3.0 to 3.5 = B1; 2.0 to 2.5 = A2; 1.0 to 1.5 = A1. On the legacy 0 to 120 scale: 117 to 120 = C2; 95 to 116 = C1; 72 to 94 = B2; 50 to 71 = B1; 27 to 49 = A2; below 27 = A1. The new scale was designed so the same numeric value (e.g., a 4 in any section) always corresponds to the same CEFR level (B2), which makes the new scale much easier to interpret than the legacy 0 to 120 sum.
Should I report my TOEFL on the new 1 to 6 or the legacy 0 to 120 scale?
Both. Every score report from January 2026 through January 2028 shows both scales, so you do not need to choose. Universities that have updated their admission language for 2026 will reference the new 1 to 6 scale (and often the CEFR level directly); universities that have not updated will still reference the legacy 0 to 120 cut-off. Both numbers describe the same performance, so reporting both is the safest approach. After January 2028, only the new 1 to 6 scale will be issued.
How long is a TOEFL certificate valid for CEFR-based use?
TOEFL iBT scores are valid for 2 years from the test date for visa, university admission, and employer use. The CEFR level itself does not expire (the same score reflects the same proficiency forever), but most institutions will not accept a score report older than 2 years because language proficiency can fade. The new 2026 scale uses the same 2-year validity window as the legacy scale.
Why does TOEFL iBT have decimal bands now (e.g., 4.5)?
The new 1 to 6 scale uses 0.5 increments to allow precise placement within a CEFR level. For example, 4.0 sits at the entry of B2 while 4.5 sits at the strong end of B2, just below C1 entry at 5.0. This finer granularity helps universities set tighter cut-offs (e.g., 4.5 minimum for engineering programs vs 4.0 for humanities) without the sprawling 0 to 120 range of the legacy scale.
Can I use TOEFL iBT for Canadian permanent residence (IRCC)?
No. IRCC accepts only IELTS General Training, CELPIP-General, PTE Core, and the French-language TEF Canada or TCF Canada for permanent residence applications. TOEFL iBT is NOT on the IRCC approved list, despite being widely accepted at Canadian universities for student admission. For Canadian PR, take CELPIP or IELTS GT; for university admission inside Canada, TOEFL iBT works at most universities.
