As of January 2026, every TOEFL iBT score report shows the new 1 to 6 score, the equivalent legacy 0 to 120 total, and the CEFR level. The conversion below uses the ETS-published mapping for both scales.

The TOEFL iBT, administered by ETS, is fully computer-based and tests Reading, Listening, Speaking, and Writing in about 2 hours. From January 21, 2026, ETS rolled out a 1 to 6 band scale (in 0.5 steps) aligned to CEFR. The legacy 0 to 120 sum still appears on every score report through January 2028 to ease the transition.

CEFR: 6 levels used by European universities and employers

The Common European Framework of Reference for Languages (CEFR) is a Council of Europe framework with 6 levels (A1, A2, B1, B2, C1, C2). The 2026 TOEFL scale was specifically designed to make CEFR alignment explicit on the score report.

TOEFL iBT is universally accepted for academic CEFR equivalence. A few use cases require a different test entirely.

Top 25: 5.0 to 5.5 (legacy 100 to 110, CEFR C1). Top 50: 4.5 to 5.0 (legacy 90 to 99, CEFR B2 high to C1). State flagships: 4.0 to 4.5 (legacy 80 to 89, CEFR B2). Most graduate programs cluster at 4.5+ (CEFR C1).

European universities (English-taught)

European universities widely accept TOEFL iBT for English-taught programs at the same CEFR thresholds as IELTS. The new 1 to 6 scale makes CEFR alignment explicit, simplifying admission decisions.

UK Home Office visas (UKVI)
IELTS for UKVI required, not TOEFL iBT

TOEFL iBT was removed from the UKVI Secure English Language Test (SELT) list in 2014 and has not returned. For Tier 4 / Student visa, Skilled Worker, and family routes, take IELTS for UKVI, PTE Academic UKVI, or Trinity ISE.

TOEFL iBT not accepted by IRCC

IRCC accepts only IELTS GT, CELPIP-General, PTE Core, and the French TEF Canada / TCF Canada. TOEFL iBT is widely accepted at Canadian universities for student admission, but NOT for PR or citizenship language proof.

Universities that have updated their admission language for 2026 will reference the new 1 to 6 scale (and often the CEFR level directly); universities that have not updated will still reference the legacy 0 to 120 cut-off. Both numbers describe the same performance, so reporting both is the safest approach. After January 2028, only the new 1 to 6 scale will be issued.

How long is a TOEFL certificate valid for CEFR-based use?

TOEFL iBT scores are valid for 2 years from the test date for visa, university admission, and employer use. The CEFR level itself does not expire (the same score reflects the same proficiency forever), but most institutions will not accept a score report older than 2 years because language proficiency can fade. The new 2026 scale uses the same 2-year validity window as the legacy scale.

Why does TOEFL iBT have decimal bands now (e.g., 4.5)?

The new 1 to 6 scale uses 0.5 increments to allow precise placement within a CEFR level. For example, 4.0 sits at the entry of B2 while 4.5 sits at the strong end of B2, just below C1 entry at 5.0. This finer granularity helps universities set tighter cut-offs (e.g., 4.5 minimum for engineering programs vs 4.0 for humanities) without the sprawling 0 to 120 range of the legacy scale.

Can I use TOEFL iBT for Canadian permanent residence (IRCC)?

No. IRCC accepts only IELTS General Training, CELPIP-General, PTE Core, and the French-language TEF Canada or TCF Canada for permanent residence applications. TOEFL iBT is NOT on the IRCC approved list, despite being widely accepted at Canadian universities for student admission. For Canadian PR, take CELPIP or IELTS GT; for university admission inside Canada, TOEFL iBT works at most universities.
