CEFR: 6-level qualitative framework
The Common European Framework of Reference for Languages (CEFR) defines 6 levels (A1, A2, B1, B2, C1, C2) used by European universities, EU institutions, and most international employers. The Pearson GSE was designed in 2014 specifically to provide a numeric overlay on top of CEFR, so a single GSE score implies one specific CEFR level.

Where PTE Academic via CEFR equivalence works
PTE Academic is widely accepted via the Pearson GSE to CEFR mapping. A few use cases need a different test entirely.
Department of Home Affairs accepts PTE Academic for all skilled visa classes. Skilled Independent (189): PTE 50 (B1) for Competent English, 65 (B2) for Proficient (10 PR points), 79 (C1) for Superior (20 PR points). 100% of Australian state and territory governments accept PTE.
All UK universities accept PTE Academic. Standard thresholds: PTE 59 (B2) for undergraduate, PTE 65 to 70 (B2 high to C1 entry) for postgraduate. Many programs require no skill below 59.
PTE Academic UKVI is on the Home Office SELT list and accepted for Tier 4 / Student visa and Skilled Worker visa. Take the UKVI version (taken at a SELT-approved test centre), not the standard PTE Academic.
Most European universities accept PTE Academic via CEFR equivalence at the same thresholds as IELTS and TOEFL. A few continental universities still list IELTS or TOEFL only by name; verify before paying for the test.
IRCC accepts PTE Core (mapped to CLB), CELPIP-General, IELTS GT, and the French TEF Canada / TCF Canada. PTE Academic is NOT on the IRCC list. For Canadian PR, take PTE Core or one of the others.

The Pearson Global Scale of English (GSE) was designed to provide finer granularity than CEFR alone.
